
Mr. William M. Kerns, CCIFP® is a Director and Expert Witness with The Duggan Rhodes Group. Mr. Kerns specializes in the calculation of delay and disruption related damages, construction cost accounting systems consulting, financial reporting consulting on construction projects and expert testimony. During Mr. Kerns’ 23 years of experience in the construction industry, he acquired extensive experience with regards to quantifying and analyzing delay and disruption related damages, designing and implementing construction project cost control systems and consulting on cost accounting systems and financial reporting. Mr. Kerns has a wide variety of construction project experience including industrial, commercial, heavy/highway, high-voltage, healthcare, correctional facility and telecommunications related projects. Prior to joining The Duggan Rhodes Group, Mr. Kerns was the Chief Financial Officer of a $60 million dollar commercial and industrial electrical design and construction company. In this capacity, he was responsible for the management of all cost and financial reporting as well as the implementation of an advanced project cost controls system for all construction projects. Previously, Mr. Kerns worked for top 200 ENR Contractors in the CFO, cost control and information systems manager, and field accountant capacities. Mr. Kerns is a Certified Construction Industry Financial Professional and holds a Bachelor of Science degree in Industrial Management from Carnegie Mellon University and a Master of Science Degree in Public Policy and Management, also from Carnegie Mellon University.
Mr. Don T. Engler, PE is an Expert Witness with The Duggan Rhodes Group. Don has considerable expert witness experience in projects ranging from office buildings to sports stadiums. During his 35 years of experience in the steel industry, Mr. Engler has been involved in all facets of design, detailing, fabrication and erection of structural steel. He provides services in relation to commercial buildings, stadiums, bridges, performing arts facilities, hangars, and offshore platforms. Mr. Engler was elected by his peers to serve as a member of the American Institute of Steel Construction, Code of Standard Practice Committee, where top individuals from around the country focus to improve the practices in the industry. Mr. Engler also holds two U.S. design patents and is an annual presenter at the North American Steel Construction Conference. Mr. Engler graduated from Washington State University with a Bachelor of Science in Civil Engineering and has completed coursework in the Masters of Business Administration program at Arizona State University.
Mr. J. Michael Foley, PE, CCE is an Expert Witness with The Duggan Rhodes Group. For over 25 years, Mr. Foley has provided clients with project controls, project management, and program management services. Throughout his career, Mr. Foley has served the Department of Energy, various public utilities, and several ENR top 400 contractors. Mr. Foley is a Professional Engineer, a Certified Cost Engineer, and a member of the American Arbitration Association Panel of Neutrals. Mr. Foley graduated from the Georgia Institute of Technology with a Bachelor of Science in Civil Engineering.
