
Mr. William M. Kerns, CCIFP® is a Director and Expert Witness with The Duggan Rhodes Group. Mr. Kerns specializes in the calculation of delay and disruption related damages, construction cost accounting systems consulting, financial reporting consulting on construction projects and expert testimony. During Mr. Kerns’ 25 years of experience in the construction industry, he acquired extensive experience with regards to quantifying and analyzing delay and disruption related damages, designing and implementing construction project cost control systems and consulting on cost accounting systems and financial reporting. Mr. Kerns has a wide variety of construction project experience including industrial, commercial, heavy/highway, high-voltage, healthcare, correctional facility and telecommunications related projects. Prior to joining The Duggan Rhodes Group, Mr. Kerns was the Chief Financial Officer of H. Bruce and Sons, Inc., a $60 million commercial and industrial electrical design and construction company. In this capacity, he was responsible for the management of all cost and financial reporting as well as the implementation of an advanced project cost controls system for all construction projects. Previously, Mr. Kerns worked for Dick Corporation, formerly an ENR Top 100 Contractor, and P.J. Dick Incorporated, an ENR Top 150 Contractor, in the cost control and information systems manager and field accountant capacities. Mr. Kerns is a Certified Construction Industry Financial Professional and holds a Bachelor of Science degree in Industrial Management from Carnegie Mellon University and a Master of Science Degree in Public Policy and Management, also from Carnegie Mellon University.
Mr. Andrew B. Rhodes, CCE, PSP is a founder and principal of The Duggan Rhodes Group. Mr. Rhodes specializes in CPM scheduling, labor productivity consulting, construction cost consulting and expert witness testimony. Mr. Rhodes’ experience includes serving as executive consultant in the construction and utility practice of Peterson Worldwide, later acquired by Navigant Consulting, and structural design engineer with HDR, a Top 20 engineering firm. More specifically, Mr. Rhodes' experience includes structural steel and concrete design, field engineering, construction schedule development, schedule updating, schedule delay, impact analysis and construction damage analysis. Mr. Rhodes has served as an expert witness on approximately 30 occasions, in venues including courts, American Arbitration Association panels, and in front of Boards of Claims. Mr. Rhodes has provided consulting services in relation to correctional facilities, iron ore processing plants, transportation and highway infrastructure projects, steel mills, power generation facilities, stadiums and exhibition facilities, schools, wastewater treatment facilities, casinos, mining facilities, rail transit projects and commercial facilities. Mr. Rhodes has also provided construction consulting services to a wide variety of owners, municipalities, contractors, subcontractors and attorneys. Mr. Rhodes is a Certified Cost Engineer, a Planning and Scheduling Professional and a published author in the Project Management Institute's College of Scheduling periodical. He is a recipient of the Pittsburgh Business Times 2010 Diamond Award, which honors the region’s top CEOs. Mr. Rhodes graduated Cum Laude with a Bachelor of Science degree in Civil Engineering from Lehigh University and finished first in his class while obtaining a Masters of Science degree in Structural Engineering also from Lehigh.
Leroy Trimbath CCIFP® is a Director and Expert Witness of The Duggan Rhodes Group. Mr. Trimbath specializes in providing expert testimony and analysis regarding construction related costs and damages. In addition, Mr. Trimbath also provides consulting services relating to the development and implementation of construction cost accounting systems and construction financial reporting enhancements. Mr. Trimbath has more than 30 years of experience in the construction industry and has testimony and deposition experience in federal court, before various dispute review boards and the American Arbitration Association. His most recent experience includes serving as Senior Vice President and Chief Financial Officer of Smoot Construction Company. In this capacity, Mr. Trimbath was responsible for all financial operations of the $250M general contractor, including overseeing the company’s banking, bonding and insurance needs; ensuring accounting and financial support to construction operations; providing financial support for and negotiating construction claims and assisting in the development of the company’s strategic growth plan. He previously served S.R. Snodgrass & Company as a financial consultant to the construction industry assisting contractors in analysis of accounting systems, project administration and claims preparation. Additionally, Mr. Trimbath was Manager of Finance and Accounting with CDM Engineers and Constructors, responsible for financial and cost accounting operations. For 19 years, Mr. Trimbath served Dick Corporation, formerly an ENR Top 100 Contractor. Mr. Trimbath held the position of Controller for the corporation and Cost Accountant. Mr. Trimbath is a Certified Construction Industry Financial Professional and holds a Bachelor of Science Degree in Accounting from the University of Kentucky.
