Mr. W. Michael Birmingham, CCE, PSP is a Project Executive with DRG. Mr. Birmingham specializes in construction claim services, including scheduling and damage analysis on construction projects of all sizes. Mr. Birmingham’s experience to date includes serving as Project Manager on three large-scale industrial projects involving delay and disruption claims. More specifically, Mr. Birmingham served as Project Manager for a $31-million EPC contractor claim relating to the addition of two SCR’s on a power plant in New Jersey and a $15-million contractor claim relating to the construction of a combined cycle power plant in Reading, PA. In addition, Mr. Birmingham served as Project Manager on a Blast Furnace Project in which $40 million was at risk between the parties. During these projects, Mr. Birmingham reviewed project schedules and documentation, prepared schedule analyses and calculated damages including the cost of labor inefficiencies. Mr. Birmingham has also provided schedule development services on numerous projects including the $185 million Philadelphia Airport Terminal D & E Expansion, the Mitchell Power Plant in West Virginia and the Rivers Casino in Pittsburgh. In these projects and others, Mr. Birmingham was responsible for preparing integrated baseline schedules and monthly schedule updates. Mr. Birmingham's prior experience includes work as a Project Engineer with Bayer Corporation in Pittsburgh and Baytown, TX. Mr. Birmingham graduated Magna Cum Laude with a Bachelor of Science degree in Chemical Engineering from the University of Pittsburgh. Mr. Birmingham is a Certified Cost Engineer, a Planning and Scheduling Professional, a member of the Association for the Advancement of Cost Engineering International, a member of the American Institute of Chemical Engineers and a member of the Construction Financial Management Association.
Mr. Shawn Modar, PE is a Project Executive with DRG. Mr. Modar's construction claims experience includes his role as Project Manager for the analysis of a $35-million dollar contractor claim related to the construction of a circulating fluidized boiler. Mr. Modar has provided engineering and consulting services in relation to power generation facilities, liquefied natural gas plants, transportation and highway infrastructure projects, steel mills, casinos, commercial facilities, wastewater treatment facilities, and schools and universities. Mr. Modar's specific experience includes design and field engineering, forensic engineering investigation and construction claim analysis. Mr. Modar was previously employed by the RJ Lee Group where he was involved in the investigation of a $1-billion dollar insurance claim related to the collapse of the World Trade Center. Mr. Modar's responsibilities included complex data analysis, project management and project scheduling necessary to coordinate the complex system of field data collection, laboratory analysis, and expert review and reporting necessary to meet strict deadlines for submission of extensive claim documentation. Mr. Modar graduated Cum Laude with a Bachelor of Science degree in Geo-Environmental Engineering from the Pennsylvania State University. Mr. Modar also holds a Professional Engineer license.
Ms. Laura Arrigo, CCE, PSP is a Project Manager with DRG. Ms. Arrigo specializes in CPM schedule analysis, damages analysis and project management consulting. Ms. Arrigo manages the analysis and quantification of construction-related claims on a wide range of projects, including university buildings, industrial projects, residential high-rises, sporting facilities and transportation work. Ms. Arrigo’s specific experience to date includes serving as project manager in responding to a $22M claim related to a $99M high-rise condominium renovation project and responding to a $30-million contractor claim relating to the $200M re-construction of a steel blast furnace located in Gary, IN. On these projects, Ms. Arrigo’s responsibilities primarily included the review and analysis of project schedules and documentation in relation to the completion of the CPM schedule and entitlement analyses used in refuting the claims asserted by the contractors on each of the projects. Ms. Arrigo’s experience is also comprised of contemporaneous construction consulting services, including assisting with the preparation of requests for equitable adjustment and providing project management and risk management consulting services during the course of a project. For example, Ms. Arrigo provided project management consultation for an electrical contractor involved in the construction of two elementary schools. Ms. Arrigo’s role involved compiling weekly summaries of the project status, identifying potential project risks and recommended actions and the review of expenditures and progress to date to determine areas of potential overrun. Ms. Arrigo’s prior experience includes work as an industrial engineer at UPS where she assisted the Industrial Management Department with improving the productivity and efficiency of UPS’ distribution network and facilities. Ms. Arrigo graduated Magna Cum Laude with a Bachelor of Science degree in Industrial Engineering from the University of Pittsburgh. Ms. Arrigo is a Certified Cost Engineer (CCE), a Planning and Scheduling Professional (PSP), and is certified in Primavera Scheduling Software. She is a member of the Association for the Advancement of Cost Engineering International.
Ms. Erin M. Fallon, CCE, PSP, CCCA is a Project Manager with DRG. Ms. Fallon’s construction consulting related experience includes CPM scheduling and claims consulting services, specifically CPM schedule analysis and assessment, construction-related damage quantification and evaluation, and claim entitlement assessment. Ms. Fallon has provided consulting services in relation to power plants, sport stadiums, correctional facilities, elementary and secondary schools, transportation projects and sewage and sanitary facilities. Ms. Fallon’s specific construction and claims consulting experience includes the entitlement analysis related to $40M in claims associated with a professional baseball stadium and the CPM schedule analysis review and assessment related to over $70M in claims associated with a flat products steel mill facility. In addition to her construction consulting experience, Ms. Fallon was previously employed by Bayer Corporation as a Project Engineer. While at Bayer, Ms. Fallon assisted in the optimization of an operating polyurethane production plant, as well as the design and implementation of a polyurethane plant and water treatment plant expansion. Ms. Fallon is a board member of the National Association of Women in Construction, Pittsburgh Chapter and is a member of the Engineering Society of Western Pennsylvania. Ms. Fallon graduated Magna Cum Laude with a Bachelor of Science degree in Chemical Engineering from the University of Pittsburgh. Ms. Fallon is a Certified Cost Engineer (CCE), a Planning and Scheduling Professional (PSP) and a Certified Construction Contract Administrator.
Ms. Carren A. Gallick, CCC is a Project Manager and Damages Specialist with DRG. Ms. Gallick specializes in construction claim analysis and preparation and damage assessment and quantification. Ms. Gallick has managed DRG’s expert schedule and damage analysis for construction claims that include the construction of a $900 million hotel and casino, a $22-million residential high-rise condominium and an $80 million manufacturing facility. Ms. Gallick’s expertise also includes the evaluation and quantification of damages associated with construction delays, disruptions and lost productivity. More specifically, Ms. Gallick’s experience as a Damages Specialist includes a $31 million EPC contractor claim relating to the addition of two SCR’s on a power plant in New Jersey and a $25-million contractor claim related to the construction of slag granulation facility located in Indiana. Ms. Gallick has also provided project cost review services on various projects, including a $500 million circulating fluidized bed boiler plant, a $16 million scientific research facility and a $3-million outpatient medical facility. In addition to claim services, Ms. Gallick has also provided CPM project scheduling services, including the development, updating and monitoring of construction schedules and progress billings on a $23 million state correctional facility and a $13 million county prison. Ms. Gallick graduated Magna Cum Laude with a Bachelor of Science degree in Business Administration with a concentration in Accounting from Duquesne University. Ms. Gallick is a Certified Cost Consultant, a member of the Association for the Advancement of Cost Engineering International and a member of the Institute of Management Accountants.
Julian Neiser, Esq., is Client Services Support Manager and General Counsel with DRG. Mr. Neiser leads DRG’s 3D/4D Modeling and Document Management departments in addition to providing counsel to the firm. He is an experienced commercial/construction litigator who assists clients in the development of 3D models and animations for use as compelling demonstratives in mediation, arbitration and trial. Mr. Neiser also manages document discovery for DRG’s claims analysis and is skilled in the areas of electronic discovery and data management. Prior to joining DRG, he was the founding partner of Neiser & Associates and was previously with the firms Meyer, Unkovic & Scott, Tucker Arensberg and McGuireWoods. Mr. Neiser’s trial experience includes numerous cases in state and federal court as well as before panels of the American Arbitration Association. He has served as an adjunct professor at the Duquesne University School of Law and is a frequent lecturer on the subjects of electronic discovery and trial advocacy. Prior to joining the legal profession, Mr. Neiser was a journalist, public relations professional and served in the United States Marine Corps. He is a member of the Allegheny County Bar Association, the United States Marine Corps Drill Instructor’s Association and is vice chair of Dress for Success, Pittsburgh.
