Mr. Peter J. Duggan, CCE, PSP is a co-founder and principal of The Duggan Rhodes Group. Mr. Duggan consults with Engineering News Record Top 400 contractors, public and private owners, and over 50 construction litigation firms throughout the country. Mr. Duggan's 19 years of experience include his work as principal in the construction and utility practice at Peterson Worldwide, later acquired by Navigant Consulting. Mr. Duggan has been involved with hundreds of projects including international airport facilities totaling over $1 billion in construction costs, several power plant projects totaling over $2 billion in construction costs, and hundreds of millions of worth of hospitals, transportation projects, and waste water treatment facilities. Mr. Duggan's consulting roles include project scheduling and project controls advice, expert witness testimony, and negotiation of change orders. Mr. Duggan has expert testimony and deposition experience in various courts, before the American Arbitration Association, and in several Board of Claims hearings. Mr. Duggan is also a Certified Cost Engineer, a Planning and Scheduling Professional and serves on the American Arbitration Association Panel of Neutrals. Mr. Duggan graduated Cum Laude with a Bachelor of Science degree from Lehigh University and also holds a Masters of Science Degree in Industrial Administration from Carnegie Mellon University's Graduate School of Industrial Administration where he concentrated in Accounting, Finance and Business Strategy.
Mr. Andrew B. Rhodes, CCE, PSP is a co-founder and principal of The Duggan Rhodes Group. Mr. Rhodes specializes in CPM scheduling, labor productivity consulting, construction cost consulting and expert witness testimony. Mr. Rhodes’ experience includes serving as executive consultant in the construction and utility practice of Peterson Worldwide, later acquired by Navigant Consulting, and structural design engineer with HDR, a Top 20 engineering firm. More specifically, Mr. Rhodes' experience includes structural steel and concrete design, field engineering, construction schedule development, schedule updating, schedule delay, impact analysis and construction damage analysis. Mr. Rhodes has served as an expert witness on approximately 25 occasions, in venues including courts, American Arbitration Association panels, and in front of Boards of Claims. Mr. Rhodes has provided consulting services in relation to stadiums, correctional facilities, universities, iron ore processing plants, transportation and highway infrastructure projects, steel mills and commercial facilities. Mr. Rhodes has also provided construction consulting services to a wide variety of owners, municipalities, contractors, subcontractors and attorneys. Mr. Rhodes is a Certified Cost Engineer, a Planning and Scheduling Professional and a published author in the Project Management Institute's College of Scheduling periodical . Mr. Rhodes graduated Cum Laude with a Bachelor of Science degree in Civil Engineering from Lehigh University and finished first in his class while obtaining a Masters of Science degree in Structural Engineering also from Lehigh.
